HYBE/Source are expressing regret over Kim Garam not raising objections over "5th" measure.

For her to have received No. 5 means she was part of a gang fight and was the instigator. No. 5 also stays on your records even after graduation. For context, dispositions 6 and up are for kids who commit murder, theft or s*x crimes.
