Dispatch obtains CCTV of Seulong's fatal accident and conducts investigation

Dispatch has conducted an analysis on CCTV footage from Seulong's traffic accident. 

In an exclusive report by Dispatch on the 7th, after analysis of the CCTV, 2AM Im Seulong (33) will not be able to avoid taking responsibility for the jaywalker's death. Dispatch pointed out that the driver's negligence in the accident is greater than the victim's illegal jaywalking. 

At the time of the accident, Seulong is suspected of violating the speed limit while driving during limited visibility causing the accident. The speed limit on the site of the accident was 50km but according to the Road Traffic Act, on rainy days, you're required to reduce your speed by 20% meaning he would've needed to be at 40km. 

According to CCTV, it appears that Im Seulong did not slow down. A was also spotted trying to avoid Seulong's vehicle just before the accident.

Attorney Kim Joo-pyo of Taeshin Law Firm revealed to Dispatch in an exclusive interview, "If the driver violated the speed limit, then the driver's negligence is greater than that of the jaywalkers. If Im Seul-ong was speeding, the generally inferred error is 6 (driver): 4 (walker). Even if A jaywalked, Seulong would not be able to avoid criminal negligence."

He added, "However, a comprehensive judgment should be made in consideration of various circumstances. We cannot accurately conclude the error rate by just watching the video. We need to consider the rain situation and whether pedestrians actions were predictable."

According to Road Traffic Act"deaths arising from negligence or gross negligence receive up to 5 years in prison or fine of up to 20 million won."

In the meantime, police have obtained CCTV and black-box footage of the accident and are conducting investigations into alleged negligence.
